PSD and Title V air permits
Prevention of Significant Deterioration is the Clean Air Act preconstruction permit program for new or modified major emission sources in areas meeting air quality standards. Title V is the operating permit program for major sources. Large banks of data center generators can approach major-source thresholds, so developers often accept limits on run hours to stay below them. Most programs are administered by state agencies.
