Section 404 permit
A Section 404 permit, issued by the U.S. Army Corps of Engineers under the Clean Water Act, authorizes placing fill material in regulated wetlands and waters. Small impacts may fit a nationwide permit, while larger impacts need an individual permit with more review. Avoiding wetlands in the site layout usually saves time, and a 404 permit can create a federal nexus for other reviews.
